"In a radio address Friday from Paris, Lorenzo Delloye urged his mother not to give up. He spoke on Radio France International, one of the stations that Betancourt had said in her letter she could hear in the jungle." Can the same be said for listening thru the internet? Probably not. Millions of people can hear a radio signal at the same time. On the contrary, only a few can listen to a web broadcast at the same time due to server capacity or bandwidth. Even those few MUST HAVE a computer and internet connection. These are costly items. A radio receiver, allowing access otherwise NOT available, is inexpensive and get power by winding up the receiver! Also, during times of a natural disaster or terrorism where do people turn? To radio. The internet doesn't work in these times (believe me I lived thru the September 11, 2001 attacks on the Washington, DC area). This was necessary because a genuine R-1 transmitter is also on air at Prague, less than 200 km away, allowing co-channel operation but not video carriers 1.5 MHz apart. Saw a logging earlier in the week that put Radio Santa Cruz on 6135, but they are back to 6134.76 today if they ever were on 6135 kHz. Signal was good using both the NRD545 and WinRadio G305/pd. If it had been reported at 6135.0, then we would know that it was not on 6134.8. The trouble is, it is common to assume greater accuracy to a non-decimaled figure than it deserve, especially since SW stations are normally spaced at 5.00-kHz intervals, and since some logging programs insert .0 whether such accuracy is merited or not! RCI changes --- Hi Glenn, It's been a long time. Thought you should know questions about what's going on at RCI were raised at a parliamentary committee in Ottawa. The public broadcaster is responsible for RCI. And according to Canada's Broadcasting Act it is part of the CBC/Radio-Canada’s condition of licence to provide an international service. However, RCI employees and others are raising questions about how the mandate of Canada’s Voice to the World has been affected by its focus on programming on immigration and new immigrants in Canada. Nothing preventing more changes On May 25, 2007, the union representing most of RCI’s employees (Syndicat des communications de Radio-Canada) called on parliament’s Canadian Heritage committee to protect RCI’s mandate saying “there will be nothing preventing the CBC from changing its international service” unless “the Broadcasting Act has been amended to protect RCI’s Mandate.” See testimony parliamentary committee here. On November 27, 2007, at the parliamentary hearings in Ottawa, Maria Mourani, the Heritage critic of the opposition Bloc Quebecois Party questioned the CBC/Radio-Canada Vice-President responsible for RCI, Sylvain Lafrance about the mandate: “I am not saying that it has been abolished. Does one mandate take precedence over another? If so, how can that be done without contravening the act?” Lafrance testified that the “basic mandate has absolutely not changed” but suggested it was “evolving”. The Standing Committee on Canadian Heritage is now in the process of writing a report on the Role of the CBC/Radio-Canada as a Public Broadcaster in the 21st Century, including services such as Radio Canada International. Not first time Committee hears warnings However, this is not the first time the Standing Committee has dealt with the issue of RCI’s mandate. In its 2003 report “Our Cultural Sovereignty”, the Standing Committee quoted the RCI Action Committee submission extensively and called on the “appropriate department [to] review the mandate of Radio Canada International, with a view to identifying the necessary resources required to strengthen its services.” RCI Action Committee proposes Broadcasting Act changes The 2003 report highlighted the following from the RCI Action Committee submission: “The Broadcasting Act must outline RCI's mandate to "attract an international audience" and develop "international awareness of Canada" [the CBC's Corporate Policy No. 14]. It must specifically oblige RCI to prepare such programming in both official languages, English and French. There should be sufficient guidelines in the Act to ensure most regions of the world are covered, and to ensure RCI broadcasts in major foreign languages, and any others deemed important or useful. Without necessarily enumerating each region and language, these directives must be strong enough to prevent anyone but Parliament from being able to change the mandate of RCI. Mandate guidelines eliminated In 2005, two years after this report was released, CBC/Radio-Canada abolished Corporate Policies No. 14 and 18, which specifically outlined the need for RCI programming to be adapted to attract an international audience. Programs and positions eliminated In the autumn of 2006, programs for Africa, Europe, and India were replaced by generic programs in English and French focussing on immigration and new immigrants. In addition, an increasing number of contractual employees were hired, and a number of permanent positions eliminated. See details here. In 2007, the integration of RCI into the domestic service (CBC/Radio- Canada) has been so pronounced that even the news copy on RCI's website has been replaced by links to CBC (see here) and Radio-Canada (see here) news links which have not been adapted to the needs of an international audience. WORLD'S FURTHEST NORTH BROADCASTING STATION SILENT http://www.crtc.gc.ca/archive/ENG/Decisions/2007/db2007-422.htm This 76 watt FM station was on 105.9 MHz, latitude 82 degrees 27 minutes, on the north shore of Ellesmere island Revocation of licence 1. The Commanding Officer of the Canadian Forces Station (CFS) Alert has requested the revocation of its broadcasting licence for the radio programming undertaking CHAR-FM Alert, Nunavut. 2. The licensee indicated that the station ceased its operations approximately 1 February 2006. Therefore, the licensee has requested that its licence be revoked by the Commission. 3. Given the licensee’s request and pursuant to subsections 9(1)(e) and 24(1) of the Broadcasting Act, the Commission revokes the broadcasting licence issued to The Commanding Officer of the Canadian Forces Station (CFS) Alert for the above-mentioned undertaking. 73, (Deane McIntyre VE6BPO, Dec 12, DX LISTENING DIGEST) Northernmost radio station is gone ---- In today's CRTC public notices, it was announced that CHAR-105.9 Alert, Nunavut has asked that its license be cancelled. The station has been off the air since February 2006. A quick scan of the Web suggests CHAR has gone to a cable-only operation. CHAR-FM was the world's northernmost radio station, at 82-27-12N (IIRC Bill Hepburn once worked there?) – (Doug Smith, W9WI, Pleasant View, TN, EM66, Dec 12, WTFDA via DXLD) I was offered a job in Alert but turned it down (I didn't want to be the top civilian at a military base --- I was just a 21 year old punk) --- but did visit the area including Ward Hunt Island/Cape Columbia. If I had worked there, I likely would have volunteered as one of CHAR's many part-time DJ's. The farthest north I worked was Eureka at 79-59 N, with no local radio (only TV channel 9). BTW, we fed CHAR-FM CBC-TV news audio daily via a microwave link from Eureka. There was not enough bandwidth for a permanent feed - they literally phoned us every evening before the newscast and we hooked up a gizmo I made that basically consisted of alligator clips attached to the TV's speaker (Bill Hepburn, Ont., ibid.) CKEC 1320 in New Glasgow moves to FM --- CKEC 1320 in New Glasgow, Canada, became 94.1 East Coast FM at exactly 9:41 am on Tuesday, after four years of planning and preparation, said station general manager and vice-president Mike Freeman. The station will continue to broadcast the 1320 AM signal for another three months to ease listeners’ transition to 94.1 FM, he said. So this graveyarder will be around for a while longer at least. Paul Reid Christmas on CHML and CJAD --- This program has been a Christmas tradition with me for years, and both CJAD in Montreal and CHML in Hamilton report that it is the most requested show, period. It first caught my attention, when he talks about hitch-hiking home to St. Catharines for Christmas. I could immediately picture the neighbourhood, the one I spent my first 6 years in. The Paul Reid is a timeless tradition on CJAD 800. The show revolves around Paul's memories of Christmas while growing up as one of sixteen children. He talks reverently of his Mother and Father and how they made Christmas so special even though they were poor. He talks about his favourite Christmas Carols and plays them all. While Paul was alive, in the true Christmas spirit, he gave the show to anyone who wished to broadcast it. As a result it played in a number of countries and on the Armed Forces Network. We were told it also played during the war in Vietnam. It is worth noting that he did most of show live every year. Some pieces were taped to give him a break. Some years he had trouble finding something new to add or he didn't feel the Christmas spirit. The radio station staff and librarians would help. When Dad would go in to prepare for the show, he would find the studio darkened with only candles lit, a decorated Christmas tree in the corner and other decorations. There were usually messages from staff and most importantly his kids and family, wishing him a Merry Christmas. To him, Merry Christmas meant "I love You". Few radio personalities have touched their listeners as much as the late Paul Reid. With his unique style and unmistakable voice, Paul forged an unbreakable bond with his audience. Thankfully, the Reid family has allowed CJAD to continue the tradition of The Paul Reid Christmas Special. It is also worth noting that earlier this month Paul Reid was posthumously inducted into the Canadian Association of Broadcaster' s Hall of Fame. Rarotonga - 11760 kHz --- This has nothing to do with the Perseus receiver, but I thought I'd share this photo I just stumbled upon from my 1993 visit to the Cook Islands: http://perseus-sdr.blogspot.com/2007/12/do-you-remember-rarotonga-11760-khz.html It was during this visit I learned why North American DXers had not been able to hear RCI on 11760 kHz for a number of months; in fact, no DXer in the world had been hearing them for the few months prior to April 1993. A fire in the building where the SW transmitter was housed has destroyed the transmitter. When I asked the station engineer if they would return to shortwave, the answer was "Oh no, we have FM repeaters that cover the islands very well." How sad, from a DXer's point of view. Getting back to the not completely resolved mystery of where Radio República transmissions are really coming from, one theory is the Ascension relay. We are referring to 2200-2400 on 6135, 0000- 0200 on 6155, 0200-0400 on 6100. The December update of BDXC`s Africa [q.v.] reference has a handy schedule of current Ascension transmissions, which we find in this time period are: 2115-2315 Daily Family R English W & C Africa 11875 2145-2215 Thu/Fri FEBA Hassinya W Africa 11985 2200-2300 Daily R Japan Japanese S America 15220 0000-0030 Daily R Prague Spanish S America 11665 0000-0200 Daily Deutsche Welle German Americas 9545 0300-0400 Daily BBC English W & C Africa 6145 0300-0600 Daily BBC English W & C Africa 7160 0330-0400 Daily R Japan Swahili E Africa 6135 One can easily see that at no time are more than THREE transmitters accounted for, and at some hours, 2315-2400 & 0200-0300, none at all! It appears to be greatly underutilized, since WRTH 2007 says there are SIX 250 kW transmitters there. So Radio República COULD easily be accommodated on one more transmitter in addition to the services above. Note that as previously reported in DXLD, there is an additional R. Prague Spanish broadcast at 0100-0130, also on 11665, but that does not change the statistics above. Of course, Rampisham UK is thought to be the source of these RR broadcasts, but one or more of the frequencies/times might be from another more advantageous site. Altho VTC, which runs Rampisham, is a major participant in HFCC, to our knowledge these RR broadcasts have never been listed there. The conclusion that Rampisham is the likely site, discussed at length months ago in DXLD, is based mainly on monitoring, especially within England, and the fact that Rampisham is known to have suitable antennas aimed at the Caribbean, unlike Skelton and Woofferton which serve Europe, Africa and eastwards. The greatest azimuth registered for Skelton is 210 degrees, i.e. West Africa. And Wooferton`s max is 184 degrees. Rampisham in B-07 goes no further west than 189 degrees, as there is no more demand by BBC or any other user to reach the Americas direct from the UK. However, in A-05 for instance, when BBC was still in Spanish at 0300-0400 on 7325, that was indeed on the 285 degree Rampisham antenna. Their sked is 1800-1900 on 6125 & 1900-2000 on 6130 kHz, as yet remains unheard. I received this tip from RNZI, and hurry because I think WWCR are only using these frequencies and the Finnish transmitter on a short term basis. Berlin/Brandenburg: 567, 693, 1359 kHz put on tender MABB, the media authority of Berlin and Brandenburg, posted an invitation of applications for the vacant 567, 693 and 1359 channels, all available from the Zehlendorf site near Oranienburg (which is the home of 177, too, and not to be confused with the Zehlendorf district of Berlin). Explicitly both analogue and digital transmissions are possible, powers mentioned below are AM carrier power which has to be reduced by 7 db (i.e. to a bit less than 25 percent) for digital use. 693 is at present on air with an experimental DRM analogue/digital simulcast transmission, relaying the Voice of Russia feed regularly carried on 603. The current VOR licence expires on April 8 2008 and VOR likes to replace 603 on this occasion by 693 which may be run at 250 kW. The extended service area, as compared to 603 with 20 kW, requires a new allocation procedure. Also available is 567 with 100 kW, MABB states that it can be activated at short notice. They say that Rundfunk Berlin-Brandenburg gave up this frequency on January 24 2006, probably referring to an official notification since the transmitter had in fact been switched off on Dec 31 2005 at 2259 UT. 1359 is available "at a later time, requiring more technical work" which could be a paraphrase for multiplexing 1359 into the existing mediumwave antenna being not feasible. The power of this frequency is specified as 100 kW. Well, at Berlin-Köpenick it had been run with a 250 kW transmitter, but I'm not sure about the actual output, maybe it was running reduced power at night? 1359 used to carry Radio DDR 1 during daytime and RBI during the evenings, it appears that the daytime service has been terminated in 1990 or 1991, probably after it was a relay of Antenne Brandenburg or some time. The evening/night slot had been taken over at Oct 3 1990 sharp by Deutschlandfunk (probably in the beginning still fed via the Nalepastraße headquarters of former GDR radio) which abandoned 1359 in 1993 if I recall correct, resulting in the shut-down of this transmitter. Later Evangeliums-Rundfunk wanted to test it, but the authorities of Berlin literally banned the 250 kW transmitter from ever being switched on again. What indeed followed in 1994 were some temporary low power (5 kW, using the old ex-891 transmitter if I recall correct) relays of Starsat-Radio, merely meant to promote their satellite service, thus some special trailers were inserted into the feed. But soon (after just one year if I once again recall correct) this was over and 1359 remained silent since then, i.e. for more than a decade now. This is related to some sort of E layer effect, and has resulted in some rather spectacular catches over the years. Prime targets are the Southeast Asian stations on 49 and 41 metres; Malaysia, Singapore and Indonesia. The occasional Pacific station emerges as well. Wantok Radio Light on 7325 is one of the easier catches, and Port Vila on 7260 is also a likely suspect, when active. No two days are the same. Sometimes it will be the Indonesians that appear (what there are of them remaining), and on others there will be an opening to North Asia [see JAPAN; KOREA NORTH]. Sub-continental offerings can also emerge; many years ago Nepal was noted on 41 metres at noon, and two years ago a rare catch was All India Radio, Port Blair on 7115 kHz at 0300 UT!
