HAARP FACILITY TO REOPEN IN 2017 UNDER NEW OWNERSHIP by Rick Lindquist, ARRL Let the conspiracy theories resume! Alaska’s High-Frequency Active Auroral Research Program (HAARP) facility will reopen in 2017. The sprawling facility now is under the ownership of the University of Alaska Fairbanks (UAF), and the UAF Geophysical Institute is preparing HAARP for a new sponsored research campaign that’s set to begin early next year, UAF Researcher Chris Fallen, KL3WX, told ARRL. “This involves, for example, reinstalling the vacuum tubes in each of the 10 kW amplifiers — eventually 360 in total — that were removed by the US Air Force [the facility’s former owner] for warm storage in the main facility,” Fallen said. He later clarified that’s just one-half of the 720 tubes required to equip all of HAARP’s transmitters. “For the first campaign we will only be bringing half of the array online, as we will only have half the tubes installed,” he explained. “It’s a long process and we have limited resources.” He noted that the transmitter shelters have been unheated since the previous campaign in the summer of 2014. “The five generators — approximately 3 MW each — have recently been tested individually and are verified operational.” Fallen said the HAARP ionosonde (DPS4D “Digisonde”) will be brought back online. “Some instruments on site need to be repaired or replaced,” he said. Those would include riometers and a UHF radar. “Optical instruments will be brought back. The flux-gate magnetometer is operational again.” Fallen said other researchers are planning to install instruments at the science pads. “We are still investigating models for increasing Amateur Radio involvement with HAARP, which, in addition to announcing operating schedules, can potentially include hosting one or more ham stations on or near the science pads,” he said. UAF describes HAARP as “the world’s most capable high-power, high- frequency transmitter for study of the ionosphere.” Built in three phases, starting in the early 1990s and continuing through 2007, at a cost of some $300 million, HAARP over the years has inspired a wide range of conspiracy theories that became grist for late-night radio talk shows. Some have claimed that HAARP’s transmitters and 30-acre antenna farm — capable of generating up to 5 GW ERP — have been used to control the weather, while others have argued that HAARP has caused earthquakes. The FCC recently granted two Part 5 Experimental Service licenses for HAARP ionospheric research “across multiple bands.” WI2XFX will cover experiments in discrete parts of the HF spectrum, including 2650-2850; 3155-3400; 4438-4650; 4750-4995; 5005-5450; 5730-5950, and 7300-8100 kHz. A second Experimental license, WI2XDV, covers ionospheric research between 1 and 40 MHz [WORLD OF RADIO 1843] UAF is hosting an open house at HAARP, located near Gakona, Alaska, on Aug. 27. The event will feature facility tours, a mobile planetarium, a permafrost exhibit, science demonstrations and talks, and barbecue. Fallen will deliver a free science lecture on Friday, August 26, at the Wrangell-St Elias National Park Visitor Center Auditorium, “Radio Modification of the Ionosphere, and Who Uses This HAARP Thing Anyway?” in partnership with the Wrangell Institute for Science and the Environment (WISE). HAARP is aimed at studying the properties and behavior of the ionosphere. Is there any scheduling of days of week, month, or anything in order to know which broadcasts might carry them? Hearing KNLS itself is rare here. Madagascar World Voice started out audible for the `KNLS` hours at 00-01 UT on 9600, 01-02 UT on 9665 (= QRM Brasil), but not lately, and suspected off or sporadic, like most of the rest of their scheduled broadcasts. I think your items may be appearing sometimes via that. 73, (Glenn to Carl Mann, NE, Sept 13, DX LISTENING DIGEST) Hi Glenn, Overall a very enjoyable gathering in KC, made all that much better with your participation. I think your Friday afternoon Q&A session went quite well as some interesting thoughts surfaced. It was certainly a highlight of mine. Regarding the KNLS shows, not much to tell. No new shows since the 1990s and no updates, and I’ve been totally unaware of any continued airings of the shows over the years. I’ve been out of touch with World Christian Broadcasting for decades, and my DX interests shifted to medium wave since about 2000. DX Tips for Beginners and Propagation for Beginners were written in 1992 and 1994 respectively. Mike Osborne at KNLS made the request. I can’t recall how it came up, but I think he was responding to my reception report where I indicated I worked in radio news. Admittedly, DX Tips is a misleading title as it sounds like a DX program rather than an expertise guide, but never realized this till years later. Mike’s intent was to have a booklet on the subject of shortwave DX to offer listeners for free. From there it turned into a series of short programs, each one simply a chapter that I read from the booklets. I assume they aired in order. The DX Tips had twelve stand-alone chapters on things like the receiver, the log, propagation, electrical noise, and QSLing. There were two chapters each on antennas, propagation, and reporting. Later Universal Radio became involved in the printing, selling them for about $1.95. The first booklet, the thicker of the two, is still in their catalogue, perhaps even given out free with big purchases. I visited the Nashville operations of KNLS about 1995. Saw my first demonstration of the Internet there, to give you an idea of how long ago. The produced programs were sent via digital audio tape to Anchor Point for airing. In 1994 on an Alaskan trip, I was invited to the Anchor Point transmitter site to visit engineer Kevin Chambers and spent a night there in a guest house. It resulted in an article I got published in Radio World (April 5, 1995) on how the site is automated with their homegrown shortwave software, right down to the transmitter frequency changes and antenna pattern skewing. The engineer sleeps through the night unless an alarm goes off signaling a problem. Rather advanced at the time. It was fun to be involved with the project. I've been in radio and TV through the years and this was my only brush with shortwave broadcasting. Hope this answers your questions. Nice that you remember my contribution to shortwave. Started listening to your show in the early 1980s. I have noticed how KNLS has become a rarity on shortwave and read with interest the Madagascar relay coming on the air. I think this is true of just about everywhere in the north. I was petrified the first time I ventured outside of Anchorage. It was not a pretty sight to see junk just lying around everywhere. Some were bona fide junk yards but most were residences with junked appliances and broken-down vehicles all around. It was not a pretty sight. The recent clampdown in Bethel comes amid concerns that dangerous conditions at the dump were creating a liability for the community of 6,200, City Manager Ann Capela said. "To me, this is about safety of people and risk responsibility of the city," said Capela, who served as a public administrator in many other states before moving to the western Alaska town in late 2014. "Once the city takes possession of the various things that people throw away, the city becomes the owner." Bethel, 400 miles west of Anchorage, is off the state's limited road system and has no major stores. Over the years, many residents have turned to the landfill for such goods as car parts, motors, and wood for burning or construction. When Tom McCallson first moved to Bethel in the mid-1980s, even a spare nut and bolt had value, he said. The recent clampdown in Bethel comes amid concerns that the dangerous conditions at the dump were creating. But the dump offers even more valuable items, such as the brand-new, working dishwasher his son once found. McCallson goes to the landfill when he needs something specific, and doesn't consider himself a full-time scavenger. He usually finds what he's looking for. "A person that is actively going in there could probably build a house out of the stuff that goes in there," McCallson said. THE BRANDON ANTENNAS --- Hi Folks, During July and August, Jan and I went on a road trip through NSW and QLD. We travelled just under 10,000 km - and had a wonderful time. We also travelled through the little township of Brandon, QLD. I checked out the former RA site while we were there. Both SW antennas are still up in the air and appear to be maintained, even though they are no longer in use. I suppose it's in Broadcast Australia's best interests to have them at the ready! The SW infrastructure is/was in official mothball status until a decision is made as to its future. There's an interesting story about the SW Log Periodic antenna from Lyndhurst that was installed at the Brandon site when the antennas SW were installed. Unfortunately very shortly after the LP antenna was installed it was badly damaged by a cyclone & was removed from site & purchased by an unknown amateur radio operator from Townsville. I haven't quite pinpointed exactly where the LP was installed at the Brandon site. I'm curious to know if you located any sign on the ground where a SW LP mast was previously located? Yes, always good to check out a site with an internet/software or physical map before visiting to locate better vantage points for photography. I've made the same mistake previously as well :-) 'Here Maps' provide an off-line (or online) map app for times when you are not in range of a 3G/4G cell phone tower or for times when one doesn't want to use their internet data allowance. From where I was standing on Jack Road, the current antennas are a fair distance from the entrance. From where I was standing, there was no visible evidence in the paddock of earlier constructions. Perhaps if I had access to a drone with GoPro attached, I could have done a flyover and checked out the ground from a short distance above. I have observed from my base and mobile listening posts that Radio Symban – inactive on 2368.5 kHz for an extended period – is also inactive on their frequency in the Australian VHF NAS band on 151.675 MHz in the Sydney area. A quick check on Tunein and their website shows their online stream is inaccessible. 151.675 MHz has been off the air for at least the last 2 weeks. In related news, Radio Symban’s shortwave antennas were removed from a roof near their studios several months ago and will not likely return as there is a new block of apartments being constructed a few doors down. If they ever return to HF, they will have to choose yet another site for their antennas! Has anyone got any contact with anyone at the station? In news related to other stations previously on shortwave but currently on the VHF NAS band, Radio Le Manamea Samoa (who also broadcast on 2368.5 kHz for a short period of time) are still active on 151.475 and 151.650 MHz from studios in Moorebank (south-western Sydney). However, it is unclear where the transmitters are located for each of these frequencies as the licencing information on the ACMA website does not seem to correspond with signal levels obtained in the vicinity of Moorebank. 151.650 is still licensed under Angelo Matsoukas, who is also the licensee for Radio Symban. You wrote about this VHF NAS band. Is it crowded with stations? Do listeners use this band, do they know its existence in general? I ask this because here in Central & Eastern Europe we had the OIRT FM band (66-73 or 74 MHz) during communism. When that system ended, the new CCIR FM band (87-108 MHz) was introduced. Since most commercial stations occupied the CCIR band and state-owned public broadcasters remained on the old OIRT FM band. Hungarians imported western equipment including receivers from western European countries which only contained the CCIR band without the OIRT FM. By the time state-owned broadcasters woke up and asked for a frequency license from the media authorities, the large part of CCIR band became occupied and they received only what was left (it is called in Latin as Sero venientibus ossa - Only the bones for the late-comers). OIRT band became insignificant in the eyes of the listeners. Then it faded out. Due to European Union's harmonisation rules, it had to be closed. Sorry for the off-topic! I am definitely not an expert in the history of the VHF Narrowband Area Services bands but I can give you an idea of what it is. Here in Australia, the regulatory body ACMA designates 4 bands of spectrum (70-70.2 MHz, 77.3-77.5 MHz, 151.4-152.5 and 173.3-174 MHz) for stations in the VHF bands, as well as the top of the MW broadcast band 1602-1710 kHz. The MF NAS bands are quite crowded nationwide especially in the state capitals. Here in Sydney (and I think nationwide), licences are nowadays only issued in the MW and 151 MHz segments. A few older stations remain in 173 but none are left in the lower VHF bands. Stations in the 151 MHz band broadcast in Narrow FM mode and channel spacings are 25 kHz, with most channels in Sydney occupied. Yesterday afternoon (local time – Approx 0600 UT), I tuned in to hear an English-language afternoon kids variety show that had some great Samoan kids music as well as a definite religious undertone, with well-wishes from listeners to the kids for their upcoming “Holy Communion” ceremonies. I had my lunchbreak yesterday whilst parked in my car outside the studios with my Baofeng radio. I took a video to confirm that 151.650 MHz is on air and transmitting from their studios. 151.475 MHz is almost parallel +/- approx 1 second but is broadcast from another unknown site and is subject to spurious signals in the vicinity of the studio. At my home base about 25 kilometres to the south-west, 151.650 MHz is just above the noise floor and 151.475 MHz hits S9+10. I forgot to mention the other day that there are at least 2 active Tamil language stations on the VHF NAS bands in Sydney. I will make a list of currently active stations and frequencies available soon to whoever is interested. Apart from the Arabic religious stations (which are very monotonous and similar to each other), the music programs aired on these VHF NAS stations are very diverse and good to listen to from time to time. Download of the Month: Radio Bulgaria --- Now that Radio Bulgaria is no longer on shortwave in English (although the Shortwave Service via Kall does relay their German service on shortwave) I have somewhat forgotten about the station, and about the range of excellent programmes that they used to produce. So, a few days ago I revisited the Radio Bulgaria webpages and was very happy to see that the station is still there and producing fine programming. The first programme that I downloaded was their Daily Webcast for 20 August. I chose the 20 August as it included a feature about the art of creating typefaces and fonts, which appealed to me. This was an interesting interview (translated from Bulgarian) with Krista Radoeva (a typography designer who lives and works in London). However, interestingly, something that wasn’t mentioned in the programme (but which I found on her website at http://kristaradoeva.com/ ) is that she was part of the team that produced a font called “Sputnik Display” which is the font used by the Sputnik Radio website in Russia. At some point, it would behoove Imagen to begin producing local programs. Televisa and Azteca already engage in local production. Televisa's regional unit primarily operates its own separate stations, though in states such as Chiapas it has been known to use Canal 5 to broadcast local news. Azteca has local news opt-outs in a variety of major cities and local production in cities such as Monterrey and León. Imagen Already Has Local Radio Production Capacity... In this regard, Grupo Imagen already has a head start in the local news business. It owns radio stations that, generally, are geared to providing its national programs with local news. XHQOO Cancún, for instance, carries a 3pm program titled Imagen Informativa Cancún. In Torreón, there's a program called Reporte 100. There are similar programs in other cities. While Imagen does not have the same footprint as Radio Fórmula, its competitor in the news-talk space, it does have dozens of local affiliates that carry its newscasts, and in several cities (San Luis Potosí and Ciudad Mante among them) affiliated stations operate as Imagen outlets. Last year, Imagen expanded its network by acquisition for the first time in years, when it bought XHQRV-FM in Veracruz and turned it into an Imagen owned-and-operated station (no change in concessionaire). ...But in TV, That's Not Enough But these are radio studios. There are no TV facilities, studios, sets, etc. That would require a lot of capital investment and potentially new real estate (some of the studios, like Puebla, https://www.google.com/maps/@19.0235054,-98.2343331,3a,75y,333.69h,89.65t/data=!3m6!1e1!3m4!1st0l1dAjnj5HXYHbJebCk5w!2e0!7i13312!8i6656 are tiny). This also is a convenient reminder that Grupo Imagen is not in every major city. Some large markets, such as Toluca or Aguascalientes, have no existing Imagen presence. Local program production would require entirely new studios, and with them the time and money necessary for land and construction. If Done Right... But if done right, a coordinated program of local and regional news production could pay dividends, particularly in smaller areas. For one, Imagen is charged with building transmitters in some areas that have had little to no broadcast television service, such as Guachochi, Chihuahua, or Bahía de los Ángeles, Baja California. In doing so, providing local news from major cities might help people be informed on state and national affairs — a generally positive outcome. The guy who owned it died a while back and I think his widow LMAed it for a time, but it is now it is off the air. I notice at the FCC site there is an STA for Remain Silent Authority. The widow doesn't live in Orangeburg and I don't think she really knows how to handle the situation. When I drove past the station, I noticed that the tower had been removed. I caught a glimpse of the concrete pier in the back, so I doubt that we'll ever hear a peep out of this station again. It was the last AM station operating in Orangeburg, SC, which once had three AM stations on 920, 1150, and 1580. The 1150 was on at night with 1/10 the power and a two-tower array. I also talked about my experience to develop world first DBS for NHK launched in 1984 which was awarded a Milestone recogniton by IEEE in 2011. In other words if there is a 100 kW station, the station would only have 1 kW in HD? Or can the stations use more? It seems some HD signals pop in at lower levels. Most take 4 bars, and even some of those pop in and out. But KING FM 98.1 Seattle often pops in in HD with 2-3 bars. Like with digital TV, HD radio does not seem to like multipath. Seattle is farther, but the mountains aren't so high, so I get Seattle much better and more stations in HD, that Portland. The Portland stations are tough to get to lock (Pat Martin, Seaside OR, Sept 15, WTFDA Forum via DXLD) Initially it was 1%. In 2010 the rules were amended to allow 10%. I don't have a good handle on how many stations have increased their HD power. (My gut feeling would be "not very many". It seems few stations actually expect anyone to listen to the HD. Usually it exists to serve as the notional primary for a translator. As long as the translator's coverage is within the station's *analog* coverage it seems to be OK, so it doesn't really matter how much coverage the *digital* signal has. Stations are supposed to file with the FCC when they increase beyond 1%, but how they file is sort of all over. There's a form they're supposed to use, but some stations file STAs or experimentals. Interestingly, KING-FM has an experimental on file now; could be a power increase on the IBOC but there's no way to know for sure that I'm aware of (Trip Ericson, Alexandria VA [who it seems works for FCC], Come visit RabbitEars for all your digital TV subchannel informational needs, ibid.) Still only 1% in most cases, then. That is even more surprising that I even get any HD FM out here. KOQC 88.1 Gleneden Beach OR runs 6.5 KW ERP analog, so that would put them at 65 watts HD! Gleneden Beach is over 100 miles South of me. Besides that is co channel with a 76 KW station to the North at Ocean Park WA, yet the KOQC Gleneden Beach HD signal dominates all of the time. 65 watts at 100+ miles? One thing I have found, the sensitivity and selectivity of the Sony beats anything I have ever used for FM DX. My Pioneer TX9100 was the cream of the crop back in the 70s, but it does not even hold a candle to the Sony. Are any other HD radios out there (The few that were made) work as well as the Sony? The one thing I really notice is the selectivity is so sharp, as it is no issue to get distant stations right next to a local with no interference. KCRX 102.3-25 KW-Seaside OR at 11 miles away, yet 102.1 Shelton WA and KPQ Wenatchee WA are perfect as well as KZOK-102.5 Seattle. I even get KZOK in HD at times yet there is a strong station in Newport OR on 102.7 also. I know if the HD powers increase, I will get a lot more. However at 1%, 20-30 miles out of town the HD hash is pretty much gone I was told. That is why I do not get any here (Nearest HD is Longview WA 45 miles away) but they run 700 watts analog, so 7 watts does not make it here. The analog is only a couple of bars too. I had been out of FM Dxing for a number of years after my Windgard 6065 got destroyed in a storm, but with the Sony, FM DX is a lot of fun. The FM6 at 20 feet works pretty well too. There's a provision to put TV stations in the duplex gap that can't fit in the TV band, but not LPTV stations. For example, if in, say, Buffalo, since Canada isn't taking any TV stations off the air and not enough Buffalo TV stations volunteer for the auction, then TV stations could be left on channels in the guard band and/or duplex gap in order to make it work. And if you look at the number of blocks for sale in Buffalo at the 126 MHz clearing target, you can see this actually happened in Buffalo (and a few other places) because blocks were left unsold in order to create guard bands around those stations. Similarly, you can also tell that at 114 MHz, this is no longer an issue in Buffalo, but is still an issue elsewhere. I don't gamble, but if I was to place a bet, it would be on a TV band consisting of at least 2-36, and possibly more TV channels remaining. As to Mike's demand question, the real issue is that the clearing cost was too high. The AWS-3 auction from last year was only predicted to raise about $10 billion but shattered expectations and went to $40 billion. That, of course, led to people reevaluating how much money they thought would be raised from the incentive auction, and it may have been too high. TV station clearing cost was $86 billion at 126 and most likely wireless companies decided not to get too excited because they didn't think they would make it work at 126 MHz anyway. That price is higher than the entire market cap of Sprint and T-Mobile combined. Add that to the kinds of debt that Verizon and AT&T are carrying, there was no way they could afford that much (- Trip http://www.rabbitears.info ibid.) The official word on the FCC website is a Stage 2 Clearing Target of 114 MHz which is 19 TV channels. https://auctiondata.fcc.gov/public/projects/1000 It is possible the auction could fail again and additional channels could be kept (Doug Smith W9WI, Pleasant View, TN EM66, ibid.) The TV stations offered their spectrum for $86 billion. See/hear it at http://bit.ly/2ceGTiE Carl notes that some forecasters of space weather have predicted smaller solar cycles in the future. But personally, I would not be so sure (I'm always searching for something to be positive about, when it relates to future solar activity). Check out this presentation by Douglas Biesecker, Chair of the Solar Cycle 24 Prediction Panel, http://bit.ly/2cz5zkD which does not predict low solar activity extending decades into the future. Note also that Carl predicts a future Cycle 25 at least as strong as Cycle 24. Carl also mentioned a number I had not heard before. He notes that many solar cycles in the past have been equivalent to Cycle 19, the biggest sunspot cycle experienced by anyone still alive today. He projects back over the past 11,000 years, and with the number he gives, the next grand maximum after Cycle 19 in the late 1950s might be around year 2537 AD. Note that Carl did not predict this. I am just trying to extrapolate from the numbers he mentioned, to get some very rough idea of how uncommon Cycle 19 was. His numbers show that over the past 11,000 years, 19 notable grand maximums - including Cycle 19 and the cycles around it - and 27 notable grand minimums were recorded. "We're likely to have more of both grand maximums and grand minimums in the future," he predicted.
